HB 31 - HOPE scholarship; home or private school students; qualifications  A BILL to amend Code Section 20-2-157 of the Official Code of Georgia Annotated, relating to the uniform reporting system for postsecondary enrollment or certain financial assistance, so as to provide for qualifications for students of home study programs or graduates of nonaccredited private schools for HOPE scholarships; and for other purposes.  last action 1/16/97:  second reading;  Education Committee

HB 90 - Home schooled children; HOPE scholarship; qualification A BILL to amend Code Section 20-2-157 of the Official Code of Georgia Annotated, relating to the uniform reporting system for postsecondary enrollment or certain financial assistance, so as to provide certain financial assistance to qualified home schooled children; and for other
purposes. last action 1/14/97:  second reading; 

HEIR note:  it appears that the Georgia Student Finance Commission has adopted rules that make both HB31 and HB90 moot--homeschoolers now can receive the HOPE scholarship retroactively, upon completion of the freshman year with a 3.0 grade point average.

HB 405 - School attendance; mandatory age; raise to 18  A BILL to amend Code Section 20-2-690.1 of the Official Code of Georgia Annotated, relating to mandatory education for children between ages seven and 16, so as to raise the mandatory age for school attendance from 16 to 18 years old; and for other purposes.  last action:  2/04/97:   second reading;  Education Committee

HB 486 - Education; home schooled students; home school diploma  A BILL to amend Subpart 2 of Part 1 of Article 16 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to compulsory attendance of school, so as to provide for special diplomas for home schooled students; and for other purposes.  last action 2/10/97:  second reading;  Education Committee

HB 586 - Home study programs; amend provisions A BILL to amend Code Section 20-2-690 of the Official Code of Georgia Annotated, relating to requirements for private schools and home study programs, so as to provide that parents or guardians must have at least a baccalaureate degree to teach their children at home; and for other purposes.  last action 2/19/97:  second reading;  Education Committee

SB 387 - Public Education Sys. - provide for reform. A bill to amend Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to elementary and secondary education, so as to provide for a reform of the existing public education system in the State of Georgia at all levels; to define terms; to provide for the jurisdiction, powers, and duties of the State Board of Education with the respect to such reform.  last action 3/13/97:   first reading;  Education Committee
This bill includes the following:
"6-34 Tests and services, such as library services, shall be
6-35 made available to parents who choose 'home education' for
6-36 their children at no cost. The decision to accept such
6-37 materials will be the responsibility of the parents and is
6-38 strictly voluntary. No obligations or legal requirements
6-39 result from the acceptance of such materials. It is in
6-40 the interest of public schools to assist in the
6-41 development of children who will, in most cases, re-enter
6-42 the public school system at some point for their K-12
6-43 education. "
