Notes by Lachlan, John, and Cindy:
- Clarified what goes on e-mail lists:
- HeirUpdates: political announcements and public relations (including
kudos), general announcements
- GaHeirWaves: classes and events
- Agreed that product advertisements received,
via info@heir.org and in the post office box, in general, will
not be posted on Updates
- Leon will send report on HSLDA-promoted FL law change that
increases restrictions on home educators;
Tom will give such a report for NY
- Issue: should HEIR publish minutes of its meetings?
Agreed to send a synopsis to HeirUpdates and complete
minutes to members
- Web site change: Rather than having the webmaster maintain web pages of
classes and events, people can enter their own information without
intervention by the webmaster. Allows webmaster to focus on primary HEIR
mission items. Allows classes and events to be
posted immediately and responded to by those interested.
- Database report as of 2/4/2001: HeirWaves has 102 members,
HeirUpdates 553, HeirTalk 145. Need to create a members e-mail
list to send minutes and member announcements that members can
respond to according to by-laws
- Treasurer's report: about $298 - 2 new members
- Central GA Fair in Perry, GA: Fri. June 1, Sat. June 2 - HEIR
needs volunteer there to hand out information
- Library project stage 1: HEIR Cards for Bulletin Boards:
Mailout by Veronica Bowen: status unknown. Tom will check on
status via Beth Olson.

Lachlan will contact him about speaking at an HEIR event this year,
possibly at Oglethorpe. Lachlan will also contact Veronica so we
don't have conflicting plans.
- Legislation being considered under the gold dome:
- Immunizations
- Drivers' license
- Voluntary/mandatory pre-registration in government schools
- Informal discussion of issue: who can vote at regular HEIR
meetings? Everyone? Only board members? Nobody: we just seek
concensus? We need to clarify the policy before there is a
disagreement in our growing group. What is clarified so far in
HEIR by-laws:
- Members elect 9 board members
- Board members choose officers
- President conducts HEIR meetings and board meetings (in
practice the board meets on e-mail in-between regular monthly
meetings as needed)
- Board can appoint committees. The president appoints each
chairperson with ratification by the board
- Quorums:
- For a membership meeting shall consist of the number of
members present
- For board meetings shall consist of a number of board members
equal to at least the majority of seats, filled and unfilled,
on the Board (5). At least for board membres must vote for acts to
be
passed
