Analysis of Inequities in the Requirements for Admission to the University System of GeorgiaStudents with fewer than 30 transferable semester credit hours must meet the freshman admission requirements.
Students who have earned 30 or more semester hours of transferable credits may transfer to a University System institution if they meet the sector requirements. Transferable credits are those which would be acceptable by the receiving institution.
Depending on the sector of the institution to which students transfer, students must meet the minimum transfer grade point average of 2.3 for Research Universities or 2.0 for other sectors. Transfer GPA is that calculated on all transferable hours.
Presently, most non-accredited applicants, who desire ultimately to attend a USG institution, are choosing to first gain admission to a private college or an out-of-state public college, both of which are more accessible to them than the USG. Then after successfully completing a year of study, they may qualify to transfer into a USG institution.
Non-accredited applicants who transfer to a USG institution will have proven their readiness without benefit of a tuition that is heavily subsidized by the state of Georgia. (The tuition equalization grant, distributed retroactively to non-accredited applicants, does not make up the difference in private and public college tuition, and requires higher qualifications than that for all transfer students.) On the other hand, accredited applicants who qualify for admission as entering freshmen to a USG institution and who fail will do so while paying a tuition that is highly subsidized by the taxpayers.
